Superior Credentialing Council
The permanent collegial body of IAE responsible for member credentialing, certification decisions, disciplinary proceedings, and the conferral of honorary designations. In exercising its quasi-judicial functions, the Council operates independently of the Board of Directors.

Members of the Superior Credentialing Council are appointed for staggered four-year terms to protect continuity and independence. The Council is currently being expanded. Members’ names and credentials are published on this page following their appointment and with their consent. Each profile contains only verifiable professional information.
- A doctoral degree—Ph.D., D.Sc., Candidate of Sciences—or an equivalent professional qualification and recognized standing in the relevant field
- One objective indicator of professional recognition may be a status of extraordinary professional qualification confirmed by a competent authority—for example, an approved United States EB-1A, O-1, or EB-2 NIW petition. Such evidence is considered alongside other indicators and is not a mandatory requirement.
- Documented professional recognition, including significant publications, recognition by courts or arbitral tribunals, or professional awards

The Superior Credentialing Council is the only IAE body authorized to make credentialing and disciplinary decisions. No individual officer or commercial division may influence those decisions. During the initial organizational stage, these decisions are made collegially by the Board of Directors under the same published criteria.
Every credentialing and disciplinary decision must be issued in writing and supported by detailed reasons. The Council publishes anonymized standards and criteria. No IAE member, officer, or director may establish approval quotas or revenue targets for credentialing decisions.

Credentialing and Certification
The Council considers applications for the following statuses: Senior Member, SM, Certified International Expert, CIE, Fellow of the Association, F.IAE, Professor of the Association, Prof.IAE, h.c. Every decision is made through a collegial vote and accompanied by written reasons.
Disciplinary Proceedings
The Council considers: alleged violations of the IAE Code of Ethics, professional misconduct, grounds for suspending membership, grounds for terminating membership. The applicable standard of proof is the preponderance of the evidence.
Conferral of Honorary Designations
The Council initiates and approves the conferral of: Fellow of the Association, F.IAE, Professor of the Association, Prof.IAE, h.c. These statuses are not available through individual application and cannot be requested.
IAE Criteria Matrix
The Council develops, maintains, and publishes objective weighted assessment criteria for every membership category. The Matrix is reviewed at least once every two years and takes effect after approval by two-thirds of the Council members.
Appeals
Appeals against Council decisions are considered by a special appellate panel of the Board of Directors. Any director with a conflict of interest is excluded from the appeal. The decision of the appellate panel is final.
The Council may not include current IAE directors. This restriction safeguards its independence. Collectively, Council members must represent recognized national and international expertise, including doctoral qualifications, significant publications, recognition by courts or arbitral tribunals, and professional awards.

Composition
Academic Qualification
Every Council member must hold one of the following: doctor of Sciences, candidate of Sciences, Ph.D., D.Sc., an equivalent professional qualification, recognized standing in the relevant field.
Professional Diversity
Whenever practicable, the Council should include representatives of: law, natural sciences, applied professional expertise, more than one jurisdiction.
Terms of Office
Council members are appointed by the Board of Directors for renewable four-year terms. To establish staggered initial terms, members may initially be appointed for terms of two, three, and four years. The Chair is elected from among the Council members for a two-year term.
Quorum
A quorum consists of a majority of the serving Council members. No decision may be made without a quorum. A Council member who has a conflict of interest in a matter must recuse themselves and may not participate in its consideration or vote.
Protection of Independence
A Council member may be removed before the expiration of their term only on established grounds: violation of applicable rules, misconduct, incapacity. A member may not be removed because of the outcome of a good-faith credentialing or disciplinary decision. Early removal requires a two-thirds vote of the disinterested directors.
Incompatibility with a Director’s Position
No member of the Credentialing Council may simultaneously serve as a member of the IAE Board of Directors. This strict separation protects the independence of the credentialing function.

Independence

Recusal for Conflicts of Interest
No Council member may consider or vote on a matter in which they have a direct or indirect: personal connection, financial interest, professional connection. Any conflict involving an applicant or respondent must be disclosed.

Prohibition of Quotas and Revenue Targets
No Council member, IAE officer, or director may establish: approval quotas, rejection quotas, revenue targets connected to credentialing. Decisions must be based exclusively on the merits of each application.

Independent Review for CIE Applications
An application for CIE status is independently reviewed by two Council members. Each reviewer works independently with the submitted materials and applies the published Criteria Matrix without influencing the other reviewer’s assessment.

Independent External Audit
As the Association’s programs expand, IAE will conduct an independent external review of the credentialing function at least once every two years. The review may take the form of: an audit, an agreed-upon procedures engagement.

Fixed Terms and Removal Only for Cause
Council members cannot be removed because of the outcome of decisions made in good faith.Removal is permitted only for: rule violations, misconduct, incapacity. This protection reduces the risk of pressure being placed on decision-makers.
How Disciplinary Decisions Are Made
Disciplinary measures, suspension, and termination of membership are imposed strictly in accordance with the procedural safeguards established in Section 4.6 of the IAE Articles of Association.

Written Charges
Proceedings begin with written charges identifying: the specific alleged conduct, the provisions alleged to have been violated.
Right to Respond and Be Heard
The member has the right to: submit written objections, present evidence, be heard in person, participate remotely. Any Council member with a conflict of interest must recuse themselves.
Preponderance of the Evidence
Findings are made under the preponderance-of-the-evidence standard. The decision must be issued in writing and state: the Council’s findings, the reasons for the decision, any sanction imposed.
Confidentiality
Disciplinary proceedings are confidential. IAE may publish only the fact and nature of a final sanction, and only to the extent necessary to protect the public and preserve the integrity of the Association.
At Least 15 Days’ Notice
The member must receive written notice of the charges at least 15 days before the hearing. The notice must include copies of all materials relied upon by the party bringing the charges.
Right of Appeal
The member may appeal the decision to an appellate panel of the Board of Directors within 30 days. Directors with conflicts of interest may not participate. The appellate panel’s decision is final.

Written Reasons for Every Decision
Every credentialing and disciplinary decision must be issued in writing and contain detailed reasons. Oral or unreasoned decisions are not permitted.
Publication of Anonymized Standards
The Council publishes anonymized assessment standards and criteria so that applicants and IAE members can understand the principles underlying its decisions.
Prohibition of Quotas
No person may establish quotas for approving or rejecting applications. Credentialing decisions may not be linked to the Association’s revenue.
Annual Internal Review
The annual review of credentialing activity examines the consistency and justification of decisions and reports its findings to the Board of Directors.
