Policy
IAE REVIEW — INTERNATIONAL ASSOCIATION OF EXPERTS, INC.
This Editorial Policy establishes the standards governing the submission, review, publication, and correction of materials in IAE Review. Compliance with this Policy is mandatory for authors, reviewers, and editors. IAE Review is a peer-reviewed online academic journal published by International Association of Experts, Inc. (IAE) under Article II of the IAE Articles of Association for the advancement of knowledge in professional verification, forensic science, arbitration standards, and related disciplines.
IAE Review publishes original peer-reviewed academic work intended to advance the theoretical and applied body of knowledge within IAE’s areas of activity. The journal serves professionals engaged in: expert opinions, forensic analysis, technical expert assessments, professional evaluation, expert consulting.

Priority Subject Areas
The journal accepts manuscripts in Russian and English. Detailed abstracts in both languages, each consisting of at least 250 words, are mandatory regardless of the language of the main manuscript. Keywords must also be provided in both languages.
Languages of Publication
IAE Review is published exclusively online. Articles are published on a rolling basis as soon as peer review, revision, and technical preparation have been completed, without being assigned to fixed issues. Each article is available for citation from the first day of publication through a permanent URL. Permanent DOI identifiers will be assigned as Crossref infrastructure is implemented.

Manuscript Structure
IAE membership is not required for publication in IAE Review. Authors may be specialists, researchers, and practitioners in the relevant fields, regardless of citizenship or place of employment.

Initial Editorial Screening
The Editor-in-Chief or handling editor examines the manuscript for compliance with: the journal’s scope, formatting requirements, word limits, basic quality standards. Manuscripts that do not pass the initial screening are rejected without external peer review within seven business days.
Plagiarism and AI Screening
Every manuscript is screened for improper borrowing through: available automated tools, selective manual verification of sources. The Editorial Office will announce the implementation of additional screening systems only after they have actually been introduced. As a general benchmark, the acceptable similarity level should not exceed 15% of the manuscript, excluding properly formatted quotations. The use of AI-generated text without proper disclosure constitutes grounds for immediate rejection.
Independent Peer Review
The manuscript is sent to two independent reviewers. Each reviewer assesses: relevance, academic novelty, methodological soundness, quality of presentation, compliance with the journal’s scope. The target peer-review period is 21 business days. The period may be extended in consultation with the reviewer when necessary.
Editorial Decision
Based on the reviewers’ reports, the Editorial Office makes one of four decisions: accept without changes, accept subject to minor revisions, return for revision and further peer review, reject. The corresponding author receives the decision in writing together with a brief explanation.
Revision and Further Review
When a manuscript is returned for revision, the author receives anonymized reviewer comments. The author must submit: a revised manuscript, a point-by-point response to the reviewers’ comments. The revised materials must be submitted within 30 days. Further review is normally conducted by the original reviewers. A new reviewer may be appointed when an original reviewer is unavailable.
Editorial and Technical Preparation
An accepted manuscript undergoes: language editing, technical formatting for online publication. The final version is sent to the corresponding author for review and approval. At this stage, only factual and technical errors may be corrected. Substantive revisions are not accepted.
Publication and DOI Assignment
Following final approval by the corresponding author, the article is published online first and becomes immediately available for citation through a permanent URL. A DOI will be assigned as Crossref infrastructure is implemented. When the author is an IAE member, the published article may be linked to their verified profile in the public IAE Registry.
Target Editorial Timeframes
Editorial deadlines: initial decision (accept/reject without review) – 7 business days; decision after review – 60 calendar days from submission. These deadlines are approximate and may vary depending on reviewer workload and manuscript complexity.
IAE Review applies independent peer review to: original research articles, analytical reviews, practical case studies, methodological developments. The manuscript is provided to reviewers in anonymized form. Two reviewers assess the manuscript independently and, whenever practicable, are not informed of each other’s recommendations. Reviewers are selected by the Editorial Office according to the subject matter of the manuscript from among invited specialists. After the Superior Credentialing Council has been established, its members may also serve as reviewers under Section 4.1 of the IAE Articles of Association.
Peer-Review Procedure

IAE Review follows publication-ethics principles based on the recommendations of the Committee on Publication Ethics (COPE). The journal is not a COPE member. COPE recommendations are used as professional guidance. Authors, reviewers, and editors must comply with the following requirements.
A manuscript must be original and must not have been previously published to a substantial extent in another publication. This includes publication as a preprint unless the Editorial Office has been expressly informed. Simultaneous submission to another publication is prohibited. When a manuscript is based on a previously published conference paper: this fact must be disclosed in the cover letter, the revised work must contain substantial changes, at least 30% of the material must be new.
Originality and Duplicate Publication
An author must satisfy all of the following criteria: make a substantial contribution to the concept, design, collection, or interpretation of data, participate in drafting or critically revising the manuscript, approve the final version, accept responsibility for all aspects of the work. Persons who do not meet all these criteria should be acknowledged in the Acknowledgements section rather than listed as co-authors. Guest or honorary authorship and ghost authorship are prohibited.

Reviewers must keep confidential: the contents of the manuscript, all related communications. A reviewer may not use the manuscript for personal purposes before its publication. The Editorial Office does not disclose reviewers’ identities without their explicit consent.

Publication Ethics
Fabrication and Falsification of Data
Absolute prohibition: fabrication, falsification, or selective presentation of data constitutes a serious violation of publication ethics. If discovered at any stage, the manuscript is immediately rejected (or the article is retracted), and the information is forwarded to the author's employing organization and, if necessary, to the competent authorities.

All participants in the publication process must disclose any financial, personal, or professional relationship that could influence—or reasonably appear to influence—the objective presentation, review, or editing of a manuscript.
On the title page, authors must indicate: sources of funding for the study; affiliations with organizations with an interest in the results; and any other circumstances that could call into question the authors' independence. The absence of conflicts of interest must also be clearly stated: "The authors declare no conflict of interest."
Author Disclosures
A reviewer must decline to review a manuscript if he or she is a co-author, supervisor, subordinate, or has a personal relationship with any of the authors; works in the same organization as one of the authors; has a direct financial interest in the results; or for any other reason cannot provide an impartial assessment.

Compliance with the IAE Articles of Association. Conflict-of-interest requirements for peer review are aligned with Section 8.4 of the IAE Articles of Association, which requires members of the Superior Credentialing Council to recuse themselves whenever a conflict of interest exists.

Authors retain copyright in their works. By publishing an article in IAE Review, authors grant IAE a non-exclusive, royalty-free, perpetual license to: reproduce the work, distribute the work, display the work publicly, create derivative works in any format. This license applies to the operation of the journal and IAE’s non-commercial activities.

Articles are published under a Creative Commons Attribution 4.0 International (CC BY 4.0) license, unless otherwise agreed to in writing by the editors. The license permits distribution and adaptation of the material, provided attribution is given.
Licensing
IAE Review follows an Open Access model. All published articles are available free of charge for: reading, downloading, citation. No article-processing charge, or APC, is imposed on authors.
Open Access
Authors may deposit either of the following versions: the accepted manuscript following peer review but before journal formatting, the final published version. These versions may be posted in: institutional repositories, personal websites, academic social networks. A link to the original publication in IAE Review and its DOI must be included.

IAE Review follows a policy of transparency regarding errors and violations of publication ethics. All corrections, notices, and retractions are explicitly linked to the original article and added to the DOI metadata.
A correction is published when an error materially affects the understanding or reproducibility of the results but does not invalidate the principal conclusions. A correction may be initiated by: the author, the Editorial Office.
Correction (Erratum / Corrigendum)
An Expression of Concern is published when there are reasonable doubts concerning: the reliability of the data, the publication process. It is used while an investigation remains incomplete and does not itself establish that a specific violation occurred.
Expression of Concern
An article may be retracted when: fabrication is identified, falsification is identified, plagiarism is identified, errors make the principal conclusions unreliable, a serious breach of publication ethics occurred. The article remains in the archive with a prominent Retracted notice and the date of retraction. The reasons for the retraction are published in a separate notice.

Requests for corrections and complaints relating to published materials must be sent to the Editorial Office. All submissions are considered with reference to COPE recommendations.

Submission of an Appeal
A written appeal must be submitted to the Editor-in-Chief within 30 days after the rejection decision is received. The appeal must contain specific arguments. Mere disagreement with the reviewers’ assessment is not sufficient grounds for appeal.
Review of the Appeal
The Editor-in-Chief reviews the appeal. When appropriate, the Editor-in-Chief may request an opinion from an independent Editorial Board member who did not participate in the original review.
Appeal Decision
A written response is normally provided within 21 business days. The decision may: confirm the rejection, send the manuscript for new peer review, accept the manuscript for publication in exceptional circumstances. The appeal decision is final.
Authors may appeal a rejection when they believe the decision: involved procedural irregularities, contains factual errors, was affected by an impermissible reviewer conflict of interest.
Appeals
Appeals address procedural irregularities or clear factual errors made by reviewers. Resubmission of a revised manuscript is treated as a new submission, not as an appeal.

IAE Review is an electronic journal. Every published article receives a permanent URL from the date of publication. Permanent DOI identifiers will be assigned as Crossref infrastructure is implemented.
The journal is preparing its Crossref membership application. After Crossref integration: every article will receive a DOI, previously published articles will also receive DOIs. Until then, articles must be cited using their permanent URLs, which do not depend on the structure of the journal section of the website.

Following Crossref integration, the complete metadata for every article will be deposited with Crossref, including: authors, affiliations, abstract, keywords, references, funding information. The journal will announce external indexing only after such indexing has actually been obtained. IAE-member authors may request that a publication be linked to their profile in the public Registry.

Authors are strongly encouraged to include an ORCID iD on the title page. Following Crossref integration, the Editorial Office will assist in linking ORCID identifiers to publication metadata.

IAE Review recognizes that AI-based tools may be used during research and manuscript preparation. The journal’s policy is based on: transparency, academic responsibility.
- Using AI tools to search for and organize literature, provided that authors verify the results
- Using AI for grammatical and stylistic editing, provided that the use is disclosed in the Methodology or Acknowledgements section
- Using AI for translation, followed by verification by a qualified specialist
- Using AI as a data-analysis tool, provided that the methodology is clearly disclosed
Permitted Uses
If AI tools were used in the preparation of the manuscript, authors are required to disclose this in the "Methodology" or "Acknowledgments" section, describing the nature of the use and the verification measures taken. For example: "The [name] tool was used in the preparation of this manuscript for [purpose]. The authors bear full responsibility for the content and accuracy of the publication."

Prohibited Uses
Prohibited: Listing AI tools (ChatGPT, Claude, and others) as co-authors—AI cannot be held responsible for the content of a publication. Publishing AI-generated text without disclosing this fact constitutes academic fraud. Using AI to generate or falsify data, results, or references to non-existent sources is a serious violation.

The Editorial Office of IAE Review is an independent body accountable to the IAE Board of Directors. Publication decisions are made exclusively on the basis of: academic criteria, this Editorial Policy. Commercial considerations do not influence publication decisions.
