The IAE-IPR Registry Is
an Instrument of Internal Professional Recognition

IAE-IPR is a voluntary internal registry designed to document, timestamp, and provide professional recognition for methodologies submitted by IAE members. Registration does not grant any statutory intellectual-property rights, provide legal protection, or replace a patent, copyright, trademark, trade-secret regime, or contractual protection. Any Certificate of Contribution issued through the Registry confirms exclusively: the fact that the material was submitted, its internal professional recognition by the Association.

IAE-IPR, meaning Internal Professional Records, is a voluntary internal registry of professional records maintained by International Association of Experts, Inc.
It was established under Article II, Section 2.2 of the IAE Articles of Association to document, timestamp, and provide professional recognition for submitted methodologies, scientific developments, and other results of intellectual activity created by Association members.
The IAE-IPR Registry is an instrument of professional self-governance. It is not: a commercial intellectual-property product, a government registry of rights, a service providing intellectual-property protection. The Registry operates exclusively for the benefit of the IAE professional community and does not create intellectual-property rights or legal relationships concerning such rights.
These IAE-IPR Terms were adopted by the Board of Directors through unanimous written consent under § 6.6 of the Articles of Association in implementation of § 2.2. They govern: submission of materials, maintenance of the Registry, issuance of certificates, resolution of challenges and disputes. Submission of material to the IAE-IPR Registry constitutes the applicant’s unconditional acceptance of all provisions of these Terms.

Nature of the Registry
Section 1
A Certificate of Contribution (COC) is an official IAE document issued following registration in the IAE-IPR Registry. Its scope and limitations are set out below.
- The fact that material was submitted to the IAE-IPR Registry, including the registration date and timestamp
- The material’s IAE-IPR identifier and the unique certificate number
- The title and brief description of the methodology exactly as provided by the applicant
- The applicant’s IAE membership status on the registration date
- The fact that the methodology received internal professional recognition within the Association
The COC Confirms
- Patent, copyright, related, or any other intellectual-property rights
- Legal priority in relation to an invention, methodology, or development
- Verification of authorship or ownership of rights, as IAE does not determine who owns the methodology
- Legal protection against copying, use, or disclosure by third parties
- A substitute for a patent application, copyright registration, or another form of government protection
The COC Does Not Confirm or Grant
Warning: Presenting a COC as evidence of intellectual-property ownership or patent priority is impermissible and misleading. IAE accepts no responsibility for the consequences of such use. Anyone requiring legal protection for intellectual work should consult a qualified patent attorney or intellectual-property lawyer.

Section 2
The following persons and entities may submit material for registration in the IAE-IPR Registry:
- Current IAE members in good standing in any category: SM, CIE, F.IAE, or Prof.IAE, h.c.
- Groups of authors that include at least one current IAE member in good standing who acts as the application’s contact person
Proprietary expert methodologies, research protocols, and analytical algorithms.
Methodologies and Professional Methods
Source code, architectural solutions, and specialized software tools.
Software Developments
Unpublished data, research findings, and analytical models.
Scientific Results
Author-developed classifications, taxonomies, and assessment systems.
Professional Standards
Original educational programs, courses, and training materials.

Other original results of intellectual activity falling within an IAE professional field.
Other Results
Good Standing. A member is considered to be in good standing when all membership dues and fees have been paid on time. When membership ends, an existing IAE-IPR registration remains in the Registry. However, the former member may not obtain a new COC until their membership is reinstated.

Materials that infringe third-party rights, contain unlawful content, or violate the IAE Code of Ethics are not eligible for registration.
Eligibility to Submit

Eligible Materials
The applicant selects one of two registration modes when submitting the material. The selected mode determines what information will be available to third parties through the public verification portal.
A confidential registration may be changed to public status upon the applicant’s written request. A public registration may be changed to confidential status only when justified grounds exist and the Secretariat approves the request.

The public Registry displays: the title of the methodology, the applicant’s name, the registration date, the unique COC number. The contents of the submitted material and its technical documentation are not disclosed.

Open Registry Record
The public Registry displays only the fact that a registration exists under a unique COC number. The methodology’s title and the applicant’s name are not disclosed. The applicant may independently disclose the registration to third parties by presenting the COC.
Confidential Mode
Restricted Registry Record
- Authorship: The applicant is the author or co-author of the submitted material or has been authorized by the rights holder to submit it on their behalf.
- Originality: The material is an original result of the applicant’s intellectual activity and does not substantially reproduce protected third-party works without the rights holder’s permission.
- Right to Submit: The applicant possesses all rights necessary to register the material in the IAE-IPR Registry and to grant IAE the permissions required to maintain the Registry.
- No Infringement: To the applicant’s knowledge, the registration does not infringe: intellectual-property rights, contractual obligations, other third-party rights.
- Accuracy of Information: All information included in the application is accurate and complete as of the submission date.
By submitting material to the IAE-IPR Registry, the applicant unconditionally represents and warrants that:
Providing false information or misleading IAE may result in: cancellation of the registration, disciplinary proceedings against the applicant, referral of relevant information to competent authorities when legally justified.
Applicant Representations and Warranties
Section 5
Limitation of IAE Verification. IAE does not verify and is not required to verify the accuracy of the applicant’s representations and warranties. Registration is performed in reliance on the applicant’s statements and does not mean that IAE has independently confirmed them.
The timeframes for each stage are indicative. They are suspended when submitted materials are incomplete or additional verification is required. The receipt timestamp is recorded independently of the final outcome of the application.
Submission of the Application
The applicant completes the form on the official IAE portal. Required fields include: title of the methodology, brief description of no more than 500 words, public or confidential submission mode, confirmation of acceptance of the IAE-IPR Terms, confirmation of the applicant’s authorship representations. Substantive files, including technical documentation and source code, may be attached voluntarily and are not published.
Automatic Timestamping
At the moment the application is received, the system: assigns a unique registration number, records the date and time of submission in UTC to the nearest second. This timestamp cannot be altered and is used in the COC.
Basic Secretariat Review
The Secretariat verifies: whether the applicant is eligible to submit based on current IAE membership, whether all required fields have been completed, whether the material contains clearly prohibited content. IAE does not verify: originality, authorship, whether the material corresponds to the description provided by the applicant.
Independent Collegial Peer Review
Three independent reviewers specializing in the relevant field assess the material using a standardized Criteria Matrix covering: completeness of documentation, reproducibility, practical applicability, practical testing and professional response, compliance with professional standards. Peer review does not establish the originality, authorship, or legal priority of the material.

Collegial Decision and Issuance of the COC
The decision concerning internal professional recognition is made by a collegial body: the Superior Credentialing Council, until that Council is established, the Board of Directors. Following a positive decision: the record is entered in the IAE-IPR Registry under the selected submission mode, the applicant receives a digital Certificate of Contribution, the COC includes a unique verification URL and QR code. Following a negative decision: the applicant receives a reasoned opinion, additional materials may be submitted within 14 days, a new application may be submitted no earlier than six months later. Negative decisions are not published. The fact and date of receipt of the material remain in IAE’s internal records.
Public Verification
Public records may be verified by third parties through the IAE verification portal using: the unique COC number, the verification URL, the QR code. Confidential records can be verified only when the applicant provides the COC number.

The Certificate of Contribution is an official IAE document issued in digital format. Required COC Information:
The complete title of the methodology exactly as stated in the application.

The applicant’s name and IAE membership status on the registration date.

The registration timestamp in UTC to the nearest second.

A unique identifier in the following format: IAE-IPR-YYYY-XXXXXX
COC Number
A permanent link allowing the authenticity of the COC to be verified through the IAE portal.
Verification URL
A mandatory statement explaining that the COC is a document of internal IAE recognition and does not grant intellectual-property rights.
Disclaimer
Rule for Presenting the COC. Whenever the applicant presents the COC to a third party, it must be accompanied by: the complete disclaimer or a reference to these IAE-IPR Terms. Presenting a COC without the disclaimer, or in a context that creates a false impression of legal protection, constitutes a violation of the IAE Code of Ethics.
The COC is issued following a collegial decision and signed by the IAE Executive Director. The mandatory disclaimer forms an integral part of the certificate. It may not be removed, concealed, or omitted when the certificate is presented to third parties.

IAE does not verify or determine the ownership of intellectual-property rights. Registration in the IAE-IPR Registry is based exclusively on the applicant’s representations and warranties under Section 5. Registration does not mean that IAE has verified:
The presence of a COC cannot be used as proof of ownership in court, arbitration, or administrative proceedings to confirm protected rights. A COC may be presented as proof of the fact that the material was submitted to a specific registry at a specific time, but that's all.

Section 8
Use in official proceedings: The significance given to a Registry entry or COC in an official proceeding is determined exclusively by the relevant: authority, court, tribunal, parties. IAE does not issue legal opinions regarding the applicability of a COC in a particular matter and does not claim that the COC is recognized by any court, agency, or other government authority.
- A legal opinion regarding the existence, scope, or validity of intellectual-property rights
- Advice concerning intellectual-property, patent, or related law
- A recommendation regarding the appropriate method of protecting intellectual work
- Confirmation that the material qualifies for patent, copyright, or other protection
- An assessment of whether third-party use of the material is lawful

Any person who believes that an IAE-IPR registration infringes their rights or contains inaccurate information may submit a written challenge to the IAE Secretariat.

Challenges and Takedown
Section 10
Grounds for a Challenge
Limitation of IAE’s Role. IAE reviews challenges only to determine compliance with these Terms. IAE is not an arbitrator of intellectual-property disputes and does not issue decisions determining: the existence of intellectual-property rights, ownership of such rights, infringement of such rights. Intellectual-property disputes should be referred to a competent court or arbitral tribunal.
Submission of a Challenge
A written request is sent to info@iaexperts.com indicating: the COC number/registration number of the contested entry; grounds for the challenge; supporting documents (if any); and contact information of the applicant.
Notice to the Registered Applicant
The Secretariat notifies the registered applicant of the challenge and allows them to submit explanations and supporting materials within 15 business days.
Review and Decision
The Secretariat considers the challenge and submitted materials and may: reject the challenge, suspend the public record pending receipt of supporting documents, cancel the registration. The decision is sent to both parties within 30 business days after the challenge is received.
Appeal
Either party may appeal the Secretariat’s decision to the IAE Board of Directors within 15 business days after receiving it. The Board of Directors’ decision is final.

IAE may retain metadata relating to cancelled registrations indefinitely, including: registration number, date, the fact that the registration was cancelled. This information may be retained to preserve the integrity of Registry numbering and prevent cancelled COC numbers from being reused. The substantive contents of cancelled records are deleted after the applicable retention period.
Personal data is processed in accordance with the IAE Privacy Policy. Applicants may request information concerning stored personal data and, where legally justified, request its deletion by contacting the Secretariat.

The IAE-IPR Registry is provided “as is” and “as available.” IAE uses reasonable efforts to maintain the continuous operation of the Registry and preserve submitted data but does not guarantee:
- Consequences of using a COC as evidence of ownership, patent priority, or for another legal purpose beyond the scope of these Terms
- Conduct of third parties involving registered materials
- Losses resulting from inaccurate statements submitted during registration
- Indirect, incidental, or consequential damages connected with use of the IAE-IPR Registry or COC
Governing Law and Jurisdiction. These Terms are governed by the laws of the State of Florida, United States. All disputes arising from these Terms must be brought exclusively before the courts of Miami-Dade County, Florida.
IAE is not responsible for:
Maximum Liability. IAE’s total liability for any claim connected with the IAE-IPR Registry may not exceed the greater of: the fee actually paid by the applicant for the specific registration or US$100.
Limitation of Liability
Section 12
An IAE-IPR registration may be cancelled in the following circumstances:
A written cancellation request must be sent to the Secretariat info@iaexperts.com. Cancellation is completed within five business days. The Registry retains the notation: “Cancelled at the Applicant’s Request.”
At the Applicant’s Request
IAE may cancel a registration when it determines that the applicant violated: the representations and warranties in Section 5, the IAE Code of Ethics, another provision of these Terms. The applicant must be notified at least five business days before cancellation.
By IAE for Violation of the Terms
A registration may be cancelled when a third-party challenge is upheld under Section 10.
Following a Successful Third-Party Challenge
Cancellation does not automatically entitle the applicant to a refund. A refund is available only when IAE initiates cancellation because of a technical registration error.
Termination of Registration

- For new applications, when the amended Terms are published on the official IAE website
- For existing registrations, 30 days after registered applicants are notified
IAE may amend these Terms at any time by decision of the Board of Directors. Amendments take effect:
Notice of amendments is sent to the email address contained in the applicant’s IAE profile. Continued use of the IAE-IPR Registry or presentation of a COC after the amendments take effect constitutes acceptance of the revised Terms.
